Communications & Marketing Specialist, City of Pinellas Park

Definition: Under general direction, plans, develops, implements and evaluates the City’s marketing efforts to include graphic design, video production and event planning. Assists in government and public relations as well as liaison activities for the City with federal, state and local governments.

Essential Functions: Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. Plans, develops and implements marketing materials to promote the City.
Monitors evolving technologies and trends and implements marketing strategies where appropriate. Writes, develops and designs visuals, and creates presentation graphics.
Coordinates plans and edits video projects, including but not limited to, developing content for the City’s TV channel and YouTube Channel.
Builds and maintains social media platforms.
Performs skilled technical work involving directing, camera operation, photography, special events, editing, concept development, graphics and assembling informative and interesting storyboards; assists in the selection of technical equipment and software programs; implements and markets special events; works with other departments, vendors and performers for special events; attends and participates in hearings, meetings and conferences.
Tracks analytics of all web-based resources.
Provides content management support to City website.
Acts as a liaison with outside vendors and consultants.
Produces a variety of materials/videos/events that will cultivate and maintain a positive image for the City.
Assists in the operation of the City’s government television station to include, the successful development, production and broadcast of City meetings and informational programming.
Assists in research and analyzing of information to formulate a single, coordinated response to media inquiries and to the public through print and non-print media.
Responsible for coordinating and executing all events at the City Auditorium, Performing Arts Center and rentals at England Brothers Park with care, precision and professionalism.
Works directly with performers, entertainers, bands, guest speakers and entertainment agencies and coordinating high-level performances and special projects.

Knowledge, Skills, and Other Characteristics:
Knowledge of City government organization and function.
Knowledge of professional public relations, marketing, and communications concepts.
Knowledge of production of television programming and television production equipment.
Knowledge and skill working in a variety of marketing and social media platforms.
Skill in assembling, organizing and presenting statistical, financial or factual information.
Skill in developing and maintaining positive interpersonal relationships in a team environment.
Skill in the areas of photography, multi-media, graphics, and computers, including desktop publishing. Skill in video productions and creating storyboards and scripts
Skill in oral and written communications and presentations to a wide variety of audiences.
Skill in persuasive writing and the ability to adhere to precise quality and style guidelines.
Skill in use of computers and proficient use of current software Adobe Creative Cloud.
Skill in organizing, reviewing, and managing multiple projects and priorities.
Physical Requirements: Requires flexibility in hours and days of work and work locations due to frequent meetings and activities outside normal work hours. Work involves a minimum of physical effort most days, however may be standing or walking extensively during special events. Must have the ability to occasionally and at times repetitively, bend/stoop, kneel, climb, pull/push, reach, and lift/carry objects up to 40 pounds.

Qualifications: An Associate Degree in business, public administration, communication, public relations, digital media or commercial graphics from an accredited college or university supplemented by two (2) years of experience in marketing, television production, post equipment production, or planning and producing a variety of print materials; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this position. Requires a valid Florida driver license.
